Connecting the Dots

This broadband coverage study is the first step in solving a complex problem. When there is already a well-established community of Wireless Internet Service Providers (WISPs) that provide broadband services to rural residents and businesses, how can broadband access be built that will be able to support a rural community’s coverage and capacity requirements today and in the future? The objective of this study was to estimate the remaining unserved areas in Alberta.

Cost Sharing Works

Much has been written and discussed about the financial condition of local government throughout Canada and the United States. For the most part the discussion focuses on how and why local municipalities are debit ridden and unable to sustain the range and level of services that are demanded by their communities. In Alberta, as in other provinces, there is considerable debate concerning the relative merits of revenue sharing and/or of cost sharing. This report examines each of these definitions and what conditions give rise to their use.
