We are looking for a proven leader who possesses excellent personal leadership skills, capable of promoting a clear vision for the department in alignment with corporate priorities and corporate values.  As a member of the Senior Leadership Team, you will lead and direct the department in the planning, design and construction of County transportation networks, with consideration for the dynamics of provincial and regional perspectives. You are committed to excellence in service delivery and customer service.

Responsibilities

  • Provide senior leadership to align services and programs with the Strategic Plan, provide expertise and advice to the Associate Commissioner, Executive Team, Elected Officials and organizational leaders for all aspects of transportation planning design, engineering and construction for the transportation capital network projects
  • Lead the development and implementation of the business plan, annual budget and transportation planning, review the Integrated Transportation Master Plan and elements of the Sustainable Rural Road Master Plan
  • Direct administrative, financial, human resources, communications and project management practices within the department, integrate and direct components of transportation planning, survey, design and road construction
  • Model a culture of personal accountability, teamwork, respect, recognition, continuous improvement and an overall healthy working environment
  • Establish key provincial and regional transportation relationships, participate in strategic transportation planning, advocate on behalf of the County in key strategic transportation matters and report to senior executives and Council on strategic transportation topics
  • Resolve contentious issues relative to engineering practices, policies and procedures in accordance with Strathcona County’s Strategic Plan

Skills and Abilities

  • Extensive knowledge of the theories, principles and administration of transportation planning, traffic safety, survey, engineering design, tendering, contract law and project management for transportation construction projects, and of the Alberta Traffic Safety Act and the Occupational Safety Act
  • Strong knowledge of the Municipal Government Act and municipal organization and operations
  • Extensive knowledge of planning and reporting processes, fiscal frameworks and best practices in municipal transportation planning and engineering
  • Strong communication and facilitation skills, with the ability to establish and maintain positive and effective working relationships
  • Strong creativity and innovation to develop and improve transportation networks and construction procedures
  • Strong focus on client needs to anticipate, understand and respond to issues
  • Ability to assess complex situations and make decisions in the best interests of the public and Strathcona County

Qualifications

  • Bachelor of Science degree in engineering with related transportation courses, along with ten years of experience including extensive senior level management and leadership experience in transportation planning, highway surveys, transportation network design and construction
  • Eng with related transportation courses is preferred
  • Equivalencies of education and experience may be considered
  • Extensive background and experience in municipal capital construction management planning, policies and systems
  • Experience in new development and in setting standards for new development is an asset
  • A combination of experience in both the municipal and private sector as described above is preferred

In addition to providing a dynamic working environment, we offer a 35 hour work week and a competitive salary and benefits package.  Salary will be commensurate with qualifications and experience.
