Reporting to the Director of Corporate & Planning Services, the Payroll/Human Resources Coordinator is responsible for performing all functions related to the payroll system and benefit plans for Yellowhead County.

POSITION RESPONSIBILITIES:

     Payroll/Benefits

  • Maintain payroll and benefit records for salaried employees
  • Act as primary back up for all functions related to all classes of employees other than salary employees.
  • Verify the employee timesheets to ensure that they are completed in accordance with County Policies and legislated Employment Standards.
  • Compute all salary payroll batches.
  • Prepare salary and benefit adjustments as required.
  • Prepare and submit all required remittances to benefit providers and government agencies within the due dates.
  • Research staff payroll and benefit inquiries and advise or refer as required.
  • Prepare and arrange for the completion of commencement packages.
  • Prepare termination documents in accordance with all Federal and Provincial legislation and County policies.
  • Administer LAPP/APEX and complete annual documentation.
  • Keep informed of any changes that affect payroll and benefits.
  • Prepare the payroll and benefit monthly reconciliation.
  • Prepare and verify the annual T 4's and T 4 Summary.
  • Prepare all advertising requirements for salaried County positions.
  • Set up and attend all interviews for salary positions.
  • Coordinate with the Accounting Technician concerning any payroll duties.

     Human Resources

  • Maintain the human resource data in the automated system.
  • Maintain personnel files for all salaried staff.
  • Prepare employment letters to staff under the direction of the Director of Corporate & Planning Services and the Chief Administrative Officer.
  • Prepare and verify employee vacation and personnel policy benefit entitlements.
  • Assist the Director in the preparation of amendments to the Personnel Policy.
  • Provide information to staff regarding the Personnel Policy.
  • Assist Departments with the recruitment and selection of employees as needed.

     General

  • Assist the public in a pleasant and efficient manner.
  • Maintain a current Procedure Manual.
  • Assist in any other related duties as assigned by the Director of Corporate & Planning Services.
  • Participate and assist in a positive manner as a team member in all operations of Yellowhead County.

MINIMUM QUALIFICATIONS:

     Education/Skills

  • High School Diploma
  • High level of confidentiality
  • Two (2) years' experience in payroll/benefits software packages
  • Three (3) years ' experience in computers using Microsoft Office
  • Completion of basic accounting course
  • Defensive driving
  • Valid Class 5 driver's license
  • Must be bendable
  • Attributes
  • Excellent organizational skills and attention to detail
  • Excellent communication and interpersonal skills

PREFERRED QUALIFICATIONS:

     Education/Skills

  • Diploma or university degree in related field
  • Successful completion of an intermediate accounting course
  • Certificate in payroll and benefits administration from a recognized post-secondary institution
  • CHRP designation
  • Knowledge of Great Plains Dynamics/Diamond, AVANTI and LAPP
  • Five (5) years' experience in payroll/benefits software packages

     Experience In

  • Three (3) years of Municipal office experience

WORKING ENVIRONMENT:

  • Work is conducted in an office environment
  • Pressures of payroll deadlines are high in intensity
  • Managing confidential and sensitive records is continual
  • The visual attention is high in intensity when verifying payroll data entry
