Red Deer County has a permanent, full-time position for a dynamic and highly motivated Director of Community & Protective Services to supplement our ongoing focus in the delivery of customer service excellence.

Key Responsibilities

As a member of Red Deer County’s senior management team reporting to the County Manager, the Director of Community & Protective Services provides departmental supervision, guidance, and leadership in the provision of Community and Protective Services.

Additional related duties of the Director of Community & Protective Services position include, but are not limited to:

  • Plans, directs, coaches, supervises, and coordinates the operation of the Community & Protective Services Department and the interaction of the department with other County departments and services.
  • Manages direct reports of all Community and Protective Services departmental activities.
  • Prepares a departmental business plan and budget, and assists in the preparation of corporate annual and long range resource plans in accordance with the goals and objectives of County Council.
  • Acts as a resource to boards, committees, and commissions, as assigned.
  • Develops a long-range replacement plan for all equipment and facilities. Ensures that all necessary departmental facilities and equipment are maintained in an up-to-date manner.
  • Participates in the formation and/or operation of various external municipal committees as they relate to departmental functions and issues.
  • Ensures that Fire Services has a comprehensive, systematic approach to volunteer recruitment and training.
  • Ensures that County Patrol has an operating protocol which is updated regularly and which is consistent with all Provincial laws and regulations.
  • Supervise the Community Services Manager and staff in the respect Family and Community Support Services, recreation, transit, community hall support, cemeteries, inter-municipal agreements, etc.
  • Attend any and all meetings of County Council, as required by the County Manager; and prepare reports and requests for decisions on key matters.
  • Develops and implements appropriate safety and risk management procedures within the departments.
  • Supervise and liaise with various consulting agencies working under contract for the County.
  • Directs and conducts research relative to bylaws, policies, management reports, etc., and ensure that relative departmental bylaws are up to date.
  • Available to respond to emergency situations during and after business hours, as required.
  • Undertakes other tasks, projects, and responsibilities as required, within the scope of the position or as assigned

Qualifications

  • Completion of a post-secondary diploma or degree program in Business or Public Administration and/or a record of professional and personal development in Protective Services and/or Community Services, to support a leadership and management role.
  • Seven (7) to (10) years of progressively responsible positions in the public and/or private sector, with a senior role concentrated in at least one of the key service areas of fire, police, rescue, or community services.
  • Positive record of working effectively with elected officials, volunteer boards and communities.
  • Effective management, team building, leadership, and supervisory strengths, with a commitment to continuous improvement towards customer service excellence.
  • Knowledge of municipal legislation, such as the Municipal Government Act, other relevant statutes, and selected administrative law.
  • Excellent facilitation and networking skills to enable strategic partnerships.
  • Proficiency with MS Officer applications (Word, Excel, Outlook)
  • Ability to thrive in a fast-paced, multi-tasking and deadline orientated environment.
  • Criminal Records Check.
  • Valid Class 5 Drivers’ License.
  • Experience in a local government environment is also considered an asset.
