Reporting to the County Commissioner (CAO), the General Manager, Integrated Growth will oversee the areas of: Economic Development, Community & Regional Planning, Current Planning & Development, Engineering Services, and Intergovernmental Affairs.

Based out of Morinville, AB, and with a rural population of approximately 20,500, Sturgeon County (www.sturgeoncounty.ca) is a vibrant municipality that offers a great deal in the residential, agricultural and industrial sectors. Located just north of the Cities of St. Albert, Fort Saskatchewan, and Edmonton, Sturgeon County appeals to investors that require access to infrastructure and global markets in a low-cost location, within a regulatory environment that is adaptive, transparent, and straightforward.

Reporting to the County Commissioner (CAO), and being an integral member of the senior leadership team, the General Manager, Integrated Growth will oversee the areas of: Economic Development, Community & Regional Planning, Current Planning & Development, Engineering Services, and Intergovernmental Affairs. You will directly manage a team of five senior department managers and an Assistant, along with a total staff complement of 35 professionals. There is a $6M Operating Budget and a Capital budget will grow from $13M in 2017 to $25M by 2019 to reflect the upcoming commissioning of the Sturgeon Refinery (North West Refinery).    

The successful candidate will possess the following:

  • Significant proven leadership experience at a senior level along with a relevant post-secondary degree. A technical background and prior municipal experience is desirable.
  • The willingness and capacity to work in a demanding work environment that requires making timely decisions, managing multiple concurrent projects and changing priorities, providing direction regarding complex or unique situations with high political profile, substantial financial implications and/or community well-being.
  • Excellent interpersonal skills with the ability to work effectively with staff, elected officials, contractors and consultants, as well as the general public. Understands the political implications of decisions in a highly political environment.
  • A solid understanding of the budgeting process and the ability to stick within the set budget.
  • Prior experience in performance management and utilizing Key Performance Indicators (KPI’s) to ensure that the staff in the Division are being applied to the best of their abilities.
  • The capability to recognize and interpret shifting global, national and provincial realities and their impact on the County.
  • Able to build consensus, create change, and think creatively.
